As Vice President at Fourth Economy, Nicole helps shape the firm’s strategy and leads high-impact economic development work. She plays a key role in integrating Fourth Economy’s people-centered analysis with Steer’s global infrastructure expertise, representing the firm externally and managing strategic planning projects that help communities build resilient, equitable local economies. Her work centers on helping clients access their unique financial, natural, and cultural assets to drive authentic placemaking and long-term quality of life for all.

With a multidisciplinary background in community and economic development, Nicole brings a systems approach to every engagement. She excels at designing meaningful community engagement to build a shared vision for the future. A pragmatic and entrepreneurial leader, she thrives in dynamic environments where creativity, adaptability, and collaborative problem‑solving are essential.

At Fourth Economy, Nicole has built a deep body of work across housing, food and agriculture, outdoor recreation, and community visioning. She has led substantial initiatives such as the Thrive Laramie strategic plan, Westchester County’s Transportation & Food Access Study, and an impact report on the creative sector for the Pennsylvania Council on the Arts. She also helped facilitate Maine’s first statewide Outdoor Recreation Economy Roadmap, bringing together regional partners to chart a shared path for growth.

Nicole’s early career in social enterprise and impact investing continues to inform her work today, particularly in helping communities strengthen local economies through sustainable and equitable development. She also serves on the board of the Union Project, a local arts organization and community gathering space.
