He has advised on high-profile projects such as the Sepulveda Corridor transit P3 in California—providing analysis of operator options, rolling stock, and competing proposals—and Canada’s High Frequency Rail (HFR) project, where he evaluated bidder submittals during early engagement.
Adam leads Steer’s business and financial analysis work across North America, overseeing the development of O&M and ancillary revenue models. He has supported Caltrans and Virginia in navigating budget and service trade-offs for Amtrak services, led O&M cost modeling for the HFR P3 evaluations, and advised MBTA on the cost implications of technology alternatives for commuter rail upgrades.
