Adam brings over 20 years of experience spanning planning and policy, finance and investments, and research and analysis. His advisory work focuses on the intersection of transportation business strategy, operating cost forecasting, and financial and procurement planning.

Adam has advised state departments of transportation on strategic responses to evolving transportation finance policies and public-private partnerships. His previous roles with government agencies and operators include developing enterprise-level strategic rail plans, prioritizing capital investments, and coordinating major infrastructure initiatives in New York City.

At Steer, Adam delivers commercial advisory services to public and private clients, helping assess operations and maintenance (O&M) costs at the planning stage, evaluate service alternatives, and support procurement strategies. He has advised on high-profile projects such as the Sepulveda Corridor transit P3 in California—providing analysis of operator options, rolling stock, and competing proposals—and Canada’s High Frequency Rail (HFR) project, where he evaluated bidder submittals during early engagement.

Adam leads Steer’s business and financial analysis work across North America, overseeing the development of O&M and ancillary revenue models. He has supported Caltrans and Virginia in navigating budget and service trade-offs for Amtrak services, led O&M cost modeling for the HFR P3 evaluations, and advised MBTA on the cost implications of technology alternatives for commuter rail upgrades. His work has also supported financial models for intercity rail and airport terminal projects, identifying funding gaps and informing investment decisions.
