Michael Snavely

Michael leads public sector business development for Steer in North America, bringing over 20 years of experience in transportation policy, planning, and analysis. His expertise spans transit and rail strategy, multimodal corridor and long-range planning, integrated regional planning, performance evaluation and prioritization, scenario planning, and strategic visioning.

At Steer, Michael manages large-scale state and regional initiatives that blend stakeholder engagement and strategic insight with robust technical analysis, delivering actionable outcomes that serve the public interest. His work includes multimodal needs assessments, equity-centered planning frameworks, goal-driven project prioritizations, transit alternatives analyses, and more. He regularly presents findings and recommendations to advisory committees, boards of directors, and executive leadership at public agencies.

Michael is known for his ability to translate complex analysis into clear, actionable insights and help agencies, stakeholders, and the public understand tradeoffs and make informed decisions. His clients include state departments of transportation (Caltrans, Hawaii, Indiana, Nevada, Oregon, Washington), metropolitan planning organizations and councils of government (MTC, SACOG, SANDAG, SCAG, Gateway Cities, South Bay Cities), transit and rail agencies (LA Metro, BART, CCJPA, CHSRA, LOSSAN, SFMTA), and city governments (Los Angeles DOT, City of San Diego).

Career highlights include leading the project prioritization that underpinned the successful 2016 Measure M ballot initiative for LA Metro, directing SACOG’s pioneering Mobility Zones program to support neighborhood-level mobility solutions, and advising the State of California on evaluating and prioritizing active transportation and transit assets across the statewide network.
