Tom co-leads Steer’s Strategy practice in North America. Trained in the UK, and now based in California, he has 10 years’ international experience in business case development, transportation strategy and project evaluation, including cost-benefit analysis. 

His work includes developing business cases for multi-billion-dollar rail and transit investments and leading economic impact analysis, helping his clients secure funding, guide policy, regulation and decision-making, and help build public, political and stakeholder support. Since joining Steer, he led the Preliminary Business Case for the $20+ billion Link21 transbay rail programme in California, where his cost-benefit and economic analysis helped guide the project to the next planning stage. He also led economic impact assessments for California High Speed Rail, Cintra, Highway 407 ETR and the proposed Sunbelt-Atlantic Connector, helping demonstrate the benefits that transportation infrastructure brings to local communities. 

He also provides strategic advice and facilitation on major project advancement, fare strategy, governance, funding and financing and other complex issues. He enjoys delivering practical outcomes — from shaping fare strategies that unlock new ridership and revenue to building robust investment cases that underpin funding approvals and long-term infrastructure delivery.
