Protocol Against Violence on Public Transport in the State of Mexico

On May 28, the Action Protocol for Addressing Cases of Sexual Harassment on Public Transport in the State of Mexico was officially presented. This document was developed by the Government of the State of Mexico, through the Secretariat for Women and the Secretariat for Mobility, in collaboration with the German Development Cooperation (GIZ) in Mexico.

This protocol is part of the contract “Technical Support for Developing Gender-Inclusive and Transformative Mobility Products,” under which the consultancy team from Steer—comprising Carolina Toro, Diana Barrera, and Silvia Mejía—designed the following components included in the official document:

  • A quantitative assessment based on a survey conducted with 350 adults and 35 adolescent users of Line 1 of the Mexibús.
  • A preliminary response procedure for the high-capacity public transport system, including a specific mechanism for attending to minors.
  • A preliminary communication strategy to accompany the implementation of the protocol.
  • Training for 70 staff members from the operational and administrative areas of the public transport system, who will be responsible for applying the protocol.

Among the key findings of the survey conducted by Steer, it was identified that 63% of adolescent users and 47% of adult users of Line 1 of the Mexibús had been victims of sexual harassment. Insecurity within public transport systems is a significant factor discouraging their use and limiting the growth and development opportunities of those affected. Therefore, it is essential to have transport systems that are safe, reliable, and efficient.

Thanks to Steer’s technical support, the State of Mexico now has a clear and structured protocol that will provide greater security and certainty to those who use the public transport system.
