What are your entry requirements?

How you think and solve problems is just as important to us as your academic achievements but we do ask for a minimum 2:1 (or equivalent) degree certification. All subjects are considered but degrees with a quantification element or social science research are preferred.

What is the application process?

Stage one

You’ll start by completing our online application form and uploading your CV. Once submitted, you’ll be invited to complete three short online assessments, which help us build an early picture of your strengths and suitability for the programme. If your application is not being progressed, we aim to let you know within two weeks of the closing date.

Stage two

Instead of a traditional cover letter, we ask you to complete a 500-word essay in response to one of several thought-provoking scenarios. This allows you to show us how you approach real world challenges, think critically, and express your ideas clearly, which are core skills we look for in consultants. We want to understand your own thinking, so we ask candidates to complete this exercise independently without the use of generative AI tools.

Stage three

If successful in stage two, you will be invited to attend an in-person assessment centre. This includes: a structured interview, a group exercise and an individual exercise. You’ll have the chance to meet some of our current and former graduates to get a genuine insight into what it’s like to work at Steer and ask any questions you may have.

What if my application is unsuccessful?

If you are unsuccessful on this occasion, we will help to identify why, where possible. It also does not rule out applications for other roles at a future date.

I graduated a few years ago, can I still apply for a graduate role?

Yes, of course! We welcome people from all backgrounds to apply, as long as you have a good academic record, strong people and organisational skills and the drive to make a real difference.

Do you offer internships or work experience opportunities?

We do offer a small number of student placements. Usually, they are aimed at people who are doing sandwich courses with a year in industry or an internship as a final part of their degree. We recommend regularly checking our Job Opportunities page for relevant opportunities and vacancies.

What is the social life like at Steer?

One of the best things about working at Steer is our people. As well as collaborating well together on projects, we also enjoy socialising together and some life-long friendships have been formed while working here.

We encourage joining networking groups and professional organisations, which hold regular meetings and social activities and help develop skills and industry networks.

Plus, we give opportunities to support and contribute positively to communities and our local environment through volunteering, which is part of our Volunteering Policy.Find out more about this on our social impact page.

What benefits do you offer?

We offer an attractive benefits package for the relevant market and geography. More information about our benefits can be obtained during the interview process.

I'd like to know more about the projects Steer has worked on, where can I find this information?

Head over to our Projects page — we have featured a variety of global projects that we have been proud to work on.

You mentioned you were award-winning, what awards have you won?

Steer has won many industry awards, which you can find on our awards page.

I understand you are an employee-owned company. What does this mean?

Being employee-owned means that staff have a direct interest in the well-being and success of the company. The rewards of this success are shared with staff. In recognition of our employee-owned status, and to support our continued success, Steer holds dear its ‘mission and principles’, allowing staff to be truly involved in how our company runs and its future direction.

What does the induction process involve?

In your first week, you’ll join your cohort in our London office, even if your home office is elsewhere in the UK. This week is designed to help you build early connections, understand how we work, and settle in with confidence. You’ll meet the colleagues who’ll support you – your buddy, your Personal Supervisor, your team and early project leads. You’ll also be introduced to the Senior Leadership Team, key internal colleagues and the people you’ll collaborate with across the business. During the week, you’ll take part in some initial technical and consulting skills training sessions, gain insight into how our projects run, and spend time with your cohort so you can start the programme with a strong network. The induction is structured to give you a warm, informative and energising start, helping you feel part of Steer from day one.

What training and development opportunities are available for graduates?

You will join our structured Steer Consultant Programme, which blends on-the-job learning through real project work with formal training. From day one, you’ll take part in technical skills workshops, consulting skills development and access to our digital learning platforms, including DataCamp. You’ll also have structured check-ins and tailored support from your Personal Supervisor to help you build the skills that matter for long-term success at Steer.

What does a typical graduate career path look like after the graduate programme?

Graduates may progress to Consultant grade upon completion of their 18-month programme, provided they meet the expected standard for that level. While promotion is not guaranteed, the programme is designed to provide the breadth of experience and feedback you need to build toward the next step. After the programme, we encourage you to make a broad foundation by working on a wide range of different projects rather than specialising too early. Over time, you’ll begin to take on more responsibility for project management, develop deeper technical expertise, and build a profile internally and externally in areas that interest you. As your confidence and capabilities grow, you’ll also start contributing to business development and winning work. Progression beyond Consultant grade is based on readiness, impact and the strength of your contribution.

What rotations or departments will I experience?

You will complete three rotations across different teams, based on business needs and your interests. These may include areas such as Rail Advisory, Movement, Place and Projects, Development Planning and Design, and Infrastructure and Asset Advisory. Each rotation allows you to work on live projects, learn from experts, and gain a broad view of how our consultancy delivers impact for clients.

Applications for the Steer Consultant Programme 2026 will open week commencing 15th December
