Supporting the expansion of BTN Bikeshare in Brighton, UK

Steer was commissioned by Brighton and Hove City Council to develop a business case and plan for the expansion and modernisation of the existing bike share system in the region, called BTN BikeShare in 2020.

BTN BikeShare was launched in 2017 and currently includes 600 standard bikes and 73 hubs covering central Brighton - extending to Hove Station in the west, to Brighton Marina Village in the east, and also including the A270 corridor to Falmer / University of Sussex to the north.

How we helped

We performed the following tasks:

  • Analysis of underlying demand in the Joint City Region to identify potential scheme area, fleet size and number of hubs/ parking spaces for both options
  • Analysis of scheme costs, demand and revenue based on existing scheme data and benchmarking of comparable schemes
  • Development of a Full Business Case to support decision making and funding applications including:
    • The Strategic Case – the policy-led rationale for investment, demonstrating how the scheme delivers against policy objectives and outcomes
    • The Economic Case – demonstrating the value for money case supported by an economic appraisal
    • The Financial Case – How the scheme will be funded, and its ongoing affordability
    • The Commercial Case – how the scheme will be procured
    • The Management Case – how the scheme will be implemented, including Governance arrangement and establishing a monitoring and evaluation plan

Successes and outcomes

Brighton & Hove has agreed to the proposed scheme expansion plan suggested by Steer and plans to proceed with the procurement of new bikes for the scheme.
