Conducting a study to inform Colombia's national electromobility strategy

As part of the national electromobility strategy, Colombia has the goal to introduce 600,000 electric vehicles by 2030 and 6,600 by 2022 (defined by the national government plan).

In order to achieve this goal, the Mining and Energy Planning Agency (UPME) hired Steer to conduct a study to identify the types of vehicles and modes of transport with the potential to make the shift to zero and low-emission technologies at a country level.

How we helped

Our project team formulated strategies to develop the vehicle renovation process, identifying the associated barriers and recommending actions for an adequate technological transition.

As a starting point, the team worked on the inventory of vehicle classification and modes of transport at a national level with their respective energy consumption, the inventory of zero and low emission vehicle technologies currently available at national and international level; and the inventory of zero and low emission vehicle technologies that could be available in the medium-term distinguishing the time periods in which they would be available.

Through a stakeholder engagement strategy, the team analysed the drivers that can condition the adoption of zero and low emission vehicle technologies in Colombia and developed a prioritization methodology to assess the types of vehicles and modes of transport with the potential to transition to zero and low emissions. The methodology included a cost-benefit analysis.

Lastly, our team developed an analysis of prioritised vehicle types and transport modes and the main barriers and recommendations for its deployment.

Successes & outcomes

The project had a strong data analysis and an important stakeholder involvement strategy, which made it possible to identify the barriers to the technological transition of vehicles in Colombia and formulate strategies to facilitate it.

Recommendations at a national and local level were made regarding public policy, technology implementation, human capital, and the execution of specific projects.
