Evaluating river-to-road deliveries for sustainable logistics in London

The innovative Kerb Dock Project (KDP) helps to address traffic congestion and improve air quality and noise pollution, enabling river-to-road logistics transfer adjacent to Bankside Pier. These are all objectives that can support an enhanced public realm in the congested Bankside area, which experiences high volumes of footfall.

Steer led the Evaluation Scope to understand the potential challenges of upscaling light freight by river to other piers across central London. Steer undertook interviews with key stakeholders involved in the study, for example, local businesses/residents, Port of London Authority, Transport for London and Better Bankside Business Improvement District (BID), to gain a perspective on critical success factors to enable implementation of this project elsewhere.

Steer explored the correlation between ‘live’ deliveries occurring at the pier side bookable loading bays and real-time noise and air pollution data to understand the air quality impacts of deliveries.

The involvement and support of the BID in this pilot study has been critical in encouraging businesses to use the delivery bays, to help Steer undertake the evaluation piece and to understand whether the KDP has fulfilled its original objectives.

Successes and outcomes

We have been able to engage with a vast range of stakeholders involved in expanding the concept of freight by river and onward sustainable, last-mile travel on road on a greater scale across London. We have been able to identify the existing challenges in upscaling the concept and the key actions for particular organisations to take forward to maximise the use of London’s valuable water networks to transport lighter goods.

Our final Evaluation Report will be published in December 2023.
