Over £270 million in government ZEBRA funding has accelerated the UK’s transition to zero-emission buses, supported by proactive local transport authorities and private operator investment. 

As franchising expands beyond Greater Manchester, more combined authorities are rethinking how they plan, procure, and fund networks to align with zero-emission ambitions. Yet the shift brings major capital and infrastructure costs – from fleet electrification to depot charging and grid upgrades – demanding innovative funding and financing models. 

This session brings together public authorities, operators, investors, and suppliers to explore how planning, franchising, and financial innovation can work together to unlock the next phase of the UK’s zero-emission bus transition.

Your speakers

Garry Birmingham
Garry specialises in bus decarbonisation, fleet strategy and operational transformation. Formerly Programme Director for Carbon Reduction at First Bus, he led major electric bus programmes across the UK, including large-scale depot electrification and rapid charging infrastructure. He has played a key role in securing ZEBRA and ScotZEB funding, enabling hundreds of zero-emission buses to enter service. Garry brings hands-on experience of turning net zero ambition into commercially viable, operationally robust delivery.

Pam Turton
Pam plays a central role in shaping regional transport strategy and bus service delivery across the West of England. With experience spanning local government and regional partnerships, she works at the intersection of policy, funding and implementation. A current focus of Pam’s work is reviewing options for bus reform and franchising to support inclusive growth, improved connectivity and decarbonisation through integrated transport solutions.

Matt Goggins
Matt is closely involved in advancing regional transport priorities across South Yorkshire. His work supports the development of a more reliable, sustainable and passenger-focused transport network, aligned with wider economic and regeneration objectives. Matt brings experience in strategic planning, partnership working and programme delivery, helping coordinate investment across modes and stakeholders. With a strong understanding of the challenges facing city regions – from funding constraints to decarbonisation – he offers valuable insight into how mayoral authorities are reshaping local transport systems.

Geoff Hobbs

Geoff leads planning and network development across the capital’s public transport network, including buses, the Underground, Overground, and light rail services. With over 30 years’ experience in public transport, Geoff has played a central role in shaping London’s franchised (contracted) bus network in the context of an integrated public transport system that delivers consistent ticketing, high-quality services, and sustainable growth. His work spans service planning, policy development, and the evolution of bus operations to meet London’s changing mobility needs.
