The London Borough Knowledge Exchange is an event series designed to bring together officers from across London’s boroughs to share insights, explore challenges, and collaborate on solutions to the capital’s most pressing urban issues.
Led by Steer and supported by expert partners and guest speakers, each event will focus on a key theme—from transport and street design to sustainability, community wellbeing, and beyond.
Unlike traditional conferences, the Knowledge Exchange is purpose-built for open dialogue, practical learning, and peer-to-peer insight. Through a mix of expert presentations, borough spotlights, and interactive roundtables, attendees will gain new perspectives and real-world examples they can apply in their own areas.
The series is free to attend and held in-person at Steer’s London office in Southwark, offering a space for meaningful conversation in an informal, collaborative setting. A complimentary networking lunch also gives officers the chance to continue discussions and build cross-borough connections.
Our aim is simple: to provide a supportive platform for knowledge-sharing that helps make London’s streets safer, greener, and more inclusive for all. Each session will be shaped with input from local authorities to ensure the themes reflect the needs and priorities of the boroughs we serve.

Are bus stop bypasses essential for active travel, or do they risk creating new accessibility barriers? This discussion will explore how to design for safety and inclusion.
How can we make 20mph zones more effective, and how does speed management support better walking, cycling and wheeling? A practical session focused on street design, enforcement, and network planning.
Roundtable input will help shape post-event articles, giving attendees a chance to contribute directly to wider industry insights.

Edmund leads Steer’s client relationships in London, with expertise in strategic planning, business case development, and the integration of land use and transport. He works closely with local authorities and sub-national bodies to develop place-based strategies that improve connectivity, support equity, and drive sustainability.
Fiona is a transport planning specialist focused on designing solutions that support decarbonisation, optimise network capacity, and create more liveable places. She has particular expertise in freight strategy, working with local and sub-national authorities to develop policies for cleaner, more efficient goods movement. Fiona advised the National Infrastructure Commission on the Future of Freight study, helping shape recommendations to central government on the sector’s role in supporting net zero. At Steer, she also leads work on Transport for London’s Fleet Operator Recognition Scheme (FORS), ensuring industry voices continue to shape the programme’s governance and standards.
Dom is a nationally recognised expert in active travel infrastructure, with over 20 years’ experience across the public and private sectors. At Transport for Greater Manchester, he led a £250m programme delivering 120km of active travel routes, including over 20km of protected cycle lanes. His work has involved collaboration with international leaders from cities like Copenhagen and Amsterdam. At Steer, Dom leads active travel initiatives across the UK, helping clients deliver transformative, people-centred infrastructure.
Joel is a specialist in active travel and sustainable urban highway design, with extensive experience delivering schemes across the UK, particularly in the North of England. He brings a strong background in traffic signal design, modelling, and engineering, enabling the development of innovative yet practical solutions. In Leeds, Joel helped deliver over 2.5km of segregated cycle track and 12 signalised junctions, shaping early best practice in active travel infrastructure. His work in Newcastle during the Covid lockdown introduced emergency street changes that were later made permanent due to their success. At Steer, Joel supports and leads projects that create walkable, cycle-friendly streets and sustainable transport networks.
