Read moreWith over 25 years of experience in the transport sector, Liliana has established a career spanning leadership, management, strategy, market development, and technical roles across the private sector, government, and academia. Liliana has led cross-national teams, working extensively in Latin America and the United States alongside professionals from multiple continents.
For the past 15 years, Liliana has advised private sector clients on financing and investment for greenfield and brownfield projects at various stages of the project lifecycle. This includes expertise in unsolicited proposals, P3 advisory services, demand and revenue forecasting, due diligence, transaction support, asset optimization, and environmental and social strategies. With a proven track record of supporting over $5 billion in financial closures, Liliana brings an approach grounded in transparent and independent client relationships.
Currently spearheading private sector activity and growth across the U.S. and Canada in diverse modes and services, Liliana's consulting experience encompasses more than 60 projects in rail, transit, toll roads, mobility hubs, airports, ports, electrification, local, regional, and national/federal planning, showcasing a multidisciplinary perspective. Previous roles have included Mexico Office Leader, Head of Operations in Latin America, Acting Co-Lead of North America, Project Director, Advisor, Peer Reviewer, and Manager for public and private sector clients. These leadership positions have equipped Liliana with a deep understanding of project lifecycles, risks, and success factors.
In recognition of her contributions to the transport sector, Liliana was honored with the prestigious 2020 Amazon Everywoman in Transport & Logistics Awards. Additionally, Liliana has been appointed to the Passenger Rail Advisory Committee for the United States Surface Transportation Board.
As a civil engineer by training, Liliana has pursued postgraduate studies in project assessment and evaluation, strategy, and leadership, along with earning an MSc in Finance from HEC Paris, where she focused on a company’s valuation for M&As.
