Steer Davies Gleave recently held an invitation-only breakfast to discuss the impact and implications of the Fourth Railway Package. The event took place in the prestigious surroundings of One Whitehall Place in London, where an excellent turnout of guests, including a select panel of UK rail experts and key figures from the UK rail industry, participated in a lively discussion regarding the impacts of the legislation.

Steer Davies Gleave Director Mike Goggin, formerly Director, Stations and Customer Service at National Rail, chaired the event and was joined by the Steer Davies Gleave team who recently completed an impact assessment of the Fourth Railway Package on behalf of the European Commission.

Discussion topics included;

  • What could it mean for concessioning, franchising and open access?
  • What are the implications of the proposed legislation for alliancing?
  • How could it influence infrastructure and rolling stock investment?

The discussion notes provide a summary of the views and themes that arose during the course of the morning.
